This directory indexes SAM registrations
Federal acquisition rules require SAM registration to bid on a federal award, so companies contracting directly with DoD are in the source data. Three large groups are not:
Subcontractors
A Tier 2 or Tier 3 supplier selling to a prime never contracts with the government directly and may never register. These are frequently the shops holding a prime's controlled drawing package — technical data under ITAR — without thinking of themselves as defense companies at all.
Commercial USML manufacturers
ITAR obligations come from defense articles and technical data, not from government contracts. A firearms, ammunition or night-vision manufacturer selling commercially is ITAR-obligated and may have no SAM presence.
Service providers
Freight forwarders, engineering consultancies and IT firms managing a defense client's file shares all handle technical data, and none of them appear in a manufacturing industry code.
The question worth asking is not whether you are in this directory. It is whether anyone at your company can access drawings, specifications or process data for a defense article — and whether they have been trained on what that means.
