ITAR is designed to safeguard U.S. national security and foreign policy interests by restricting who can access and transfer defense technology.

ITAR stands for International Traffic in Arms Regulations. It is a United States regulatory framework that governs the export, import, and transfer of defense articles, defense services, and related technical data as defined on the U.S. Munitions List (USML).
What are ITAR regulations?
ITAR regulations are rules established under the Arms Export Control Act (AECA) and administered by the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). They require organizations that manufacture, export, or broker defense articles and services to register with DDTC, obtain proper licenses and authorizations, implement internal compliance programs, and train employees on their ITAR obligations. Violations can result in significant civil and criminal penalties.
What is ITAR compliance?
ITAR compliance refers to an organization's adherence to the requirements of the International Traffic in Arms Regulations. A compliant organization maintains DDTC registration, obtains required export licenses and authorizations, controls access to technical data, screens employees and business partners, maintains required records for the mandated retention period, and trains employees on their ITAR obligations. Employee training is a foundational component of any ITAR compliance program.

ITAR Compliance Training LMS is an online, self-paced training platform operated by Cleared Systems, LLC that helps defense contractors and DoD-adjacent organizations meet their ITAR employee training obligations. The platform is organized around organizations — a company registers once, purchases seats, enrolls employees, and tracks completion from a single dashboard.
Who is this training designed for?
This training is designed for U.S. organizations subject to ITAR — including defense manufacturers, subcontractors with ITAR flow-down requirements, DoD-adjacent technology companies, compliance officers, engineers, program managers, and executives who bear organizational liability for ITAR violations.
Is ITAR training required?
Yes. The International Traffic in Arms Regulations require organizations that manufacture, export, or broker defense articles or services to implement internal compliance programs, which include employee training. Failure to train staff has been cited in numerous DDTC enforcement actions. This platform helps organizations document and fulfill that obligation.
Is this platform DDTC-certified or government-approved?
No. There is no government-issued ITAR certification for individuals or organizations. This platform provides organization-level compliance training only. Certificates issued here are internal compliance records — they do not constitute DDTC registration, licensing, or government authorization of any kind. Organizations must independently register with DDTC and obtain all required authorizations.
Who operates this platform?
This platform is owned and operated by Cleared Systems, LLC, a defense-industry focused training and consulting organization. Cleared Systems also offers live instructor-led ITAR training at live.itarcompliancetraining.us.

Certification Levels
What are the four training tiers?
Introduction — ITAR fundamentals for all employees, regardless of role.

Intermediate — Licensing, technical data controls, and recordkeeping for compliance staff and engineers.

Advanced — DDTC enforcement, voluntary disclosure, and audit preparation for senior compliance professionals.

Manager — Building a compliance program, executive liability, and board-level governance for leaders and owners.
How many modules does each tier contain?
Each tier contains 6 training modules. Every module includes a written lesson, a real-world case study featuring a fictitious defense contractor scenario, and a quiz requiring 100% to advance. The full curriculum is available at itarcompliancetraining.us/curriculum.
Can an employee be enrolled in multiple tiers?
Yes. You can assign multiple tiers to the same employee. Each tier requires a separate seat purchase and generates a separate certificate upon completion.
Must modules be completed in order?
Yes. Modules within each tier must be completed sequentially. An employee cannot access Module 2 until Module 1 is passed, and so on. This ensures the curriculum builds progressively.

How does organization enrollment work?
Register your organization account, add your employees manually or via CSV upload, assign each employee their required training tier, purchase seats, and send invitations. Each employee receives a personalized email with a unique link to register and begin training. Your dashboard tracks every employee's progress in real time.
Can I upload employees in bulk?
Yes. You can upload a CSV file with employee names, email addresses, and tier assignments. The system processes the roster and adds all employees to your dashboard. The CSV format uses semicolons to assign multiple tiers to the same employee.
Are invitations sent automatically when I add employees?
No. Invitations are sent manually by the organization admin. You control when employees receive their invite — individually, by tier, or all at once. This allows you to stage rollouts across your team. Invite controls are unlocked only after seats are purchased for that tier.
Can I add more seats after the initial purchase?
Yes. You can purchase additional seats at any time from your dashboard. Top-up purchases follow the same card or invoice flow as the initial purchase.
Can I track employee progress?
Yes. Your organization dashboard shows every employee's module progress, quiz attempt count, completion status, and certificate issuance in real time. You also receive an email notification the moment any employee completes their training.

Assessments & Certification
What score is required to pass a quiz?
100%. Every question must be answered correctly to advance to the next module. There are no partial passes.
How many times can an employee attempt a quiz?
Unlimited. Employees can retry a quiz as many times as needed. Questions and answer order randomize on every attempt, ensuring genuine knowledge retention rather than pattern memorization.
What does the certificate include?
Each certificate includes the employee's full name, organization name, training tier completed, date of completion, a unique verification code, and dual signature blocks for the instructor and the employee. Certificates are generated as downloadable PDF files immediately upon completion.
Can certificates be verified?
Yes. Every certificate carries a unique code in the format ITAR-{TIER}-{YEAR}-{ID}. Employers, auditors, and contracting officers can verify authenticity at itarcompliancetraining.us/verify.
Do certificates expire?
Certificates do not expire automatically. Renewal is at your organization's discretion based on your compliance program requirements and applicable regulatory guidance.

How is pricing structured?
Training is priced per seat, per tier. Each tier has its own per-seat price. You purchase the number of seats you need for each tier — there are no subscription fees or recurring charges.
What payment methods are accepted?
We accept all major credit and debit cards, processed securely through Stripe. We also offer invoice payment with Net 5 day terms for organizations that require a purchase order process.
Can I request an invoice instead of paying by card?
Yes. At checkout you can select "Request Invoice." A formal invoice is emailed to your billing address with Net 5 day payment terms. Please note that employee invitation controls remain locked until the invoice is paid. Once payment is received, invite controls unlock automatically.
Can I void an invoice and switch to card payment?
Yes. If you have an outstanding invoice, you can void it from your dashboard and complete the purchase by card instead. The void is processed immediately and the card checkout opens with the same seat totals pre-filled.
